For regular stuff that's not valuable nor important, sure, go to the dollar store and grab whatevs. For expensive stuff, this tape in particular is what works for me as it hits that sweet spot in terms of value for price by not being much more expensive (if at all) than regular tape. I just bought this last month for $15 but had to overnight it as I was late getting a package out for a customer, so after tax + one-day shipping I ended up spending $20 for this 6-pack...

If you just want a one-off of decent tape that is quality but good value, for the average frugal Joe I'd recommend Duck's EZ Start. If you ship a lot, buying a tape gun is worth it; solely preventing tape from sticking together and avoiding the frustration that comes with (incl all the time wasted removing it) made it worth the price for me, JMO. However, most people will be fine w/ whatever they have, like the Scotch from Costco. Just make sure you go over the tape w/ something after it's been applied. Haven't tried the more expensive stuff like High Performance or Max Strength, as that's outside my pay grade. This is predominantly for people who either occasionally need to send valuable items or those who ship often enough to get annoyed at whatever they're currently using.
