Yeah, the price has increased.
Therefore, I think I don't need to activate the phone at all, and save my self the hassle of canceling with Verizon. The reason I think this might work is because I had signed up for a visible mobile a few months ago with an existing phone and number port. They shipped me a new sim card and number port was approved, but I changed my mind and didn't activate the sim. After 30 days elapsed, Visible canceled the port. I was never charged for the service.

You don't need the activate the phone but I think you still need to cancel the account as a new line has been opened from Verizon as you got that email from Verizon. See the threads I linked for step by step directions and discussions
My phone IMEI was used to lookup the account and cancel it with the pin I had assigned. Note it seems they want to use text authorization for cancelation, but I was using google voice and it wouldn't work with their system.
I think they will send a paper bill, because I have no Verizon number or account linked to he online account.

I don't have the final bill from Verizon yet. I know the bill will be prorated with no activation fee. I'm guessing less than $15
