I can't tell if this is an actual good deal or if its just inflation making an old normal price now count as a hot deal

It's an OK deal compare to the big box stores like BJ's or Costco. They have the 36 rolls with 1100 sheets per roll which comes out to 39600 sheets for $26.99.
You have to pay for membership at those stores.

Not much a deal. It was just under $20 with S&S and a $15 credit if you spent more than $50.

It's not. You can get the Walgreens version for 62.5c/roll before any coupons, and that's an everyday price.

I've been using 1000 sheet Scott Tissue all my life (nearly 60 years) and it continues to amaze me how they can keep making it thinner and thinner every couple of years. Years ago 2 turns around my hand was fine. Then around Covid it was 3 turns around my hand, now it's so thin it's up to 4 times around my hand. And of course, the price keeps going up.

I still prefer this style paper over the thicker, softer versions, but it just keeps getting worse and worse.

I would be careful and confirm the rolls have perforations.
My recent purchases at Costco had to be returned as the perforation wasnt proper and sometimes not even there.

Isn't this basically tissue paper? Can't you just tear it very easily?
