Because there was something wrong with the packaging, or that's how they always are? I know this brand has less fizz than other brands.

Don't buy the plastic bottles, full stop. They just don't hold the pressure, particularly in warmer temperatures. Every time I've bought Pellegrino or Perrier in plastic it is flat or early flat. If you're going to buy European mineral water, make sure to get the stuff in glass bottles.
I sometimes buy up to a dozen cases at a time when it's a good price so these can sit for months before I use them up.
