my guess it depends how long it is and it's shape. but, i have seen these in use and they move alot of air... but alot is a nice and unprecise way of saying, it depends

I think is a great idea. I would keep the tool and batteries in a heated house or garage.

A design feature of (some) electric cars is to heat the battery in winter when they are cold before allowing the vehicle to drive.

If the batteries get that cold when you're going grocery shopping, you either live in Antarctica or you should think about eating less.
