2. In the winter, some people blow hot air out the front vents to warm up faster or to circulate the air toward the back seats.
3. Sometimes the temperature is fine, and you don't want the AC on but the phone battery will still benefit from additional cooling.
In the same conditions, my simple fan assisted charger brings my phone battery to 88 degrees.
I'm using the same phone case in both tests. For what it's worth, the charger being sold in this thread does charge my phone faster, so that can contribute to heat. But 95 degrees while the phone is sleeping is pretty bad. If I'm in a hot car with the sun on my phone and a map program up, I imagine the phone would overheat rather quickly.
Even if it doesn't, the battery will still reach temperatures that aren't good for it.
The charger creates a small cool spot in the center, about the size of a dime. But this design takes the heated peltier air and blows it straight at the phone for cooling, which counters the benefit the peltier is providing. In the past, I used a Qi charger with no cooling that charged at the same speed as this one, and I don't remember my passive charger ever making the battery hit 95 degrees.
