Thanks for posting OP! I'm in the market for a new EDC/commuter/travel backpack and picked up an Osprey Axis that was featured on SD the other day, but returned it due to its lack of a sternum strap. Can anyone weigh in on this backpack? I see there's a 'Frequently returned due to poor fit' warning on the page, so that's a little disconcerting but it also gets 4.6 stars.

A sternum/chest strap prevents the backpack from moving around. It will not take the load off your shoulders. A waist strap will take the load off your shoulders if the pack is fitted properly.

Great travel bag that is personal item sized. A drawback is the main pouch zipper opening is on the small side. The compression straps help make sure you don't get flagged by airlines for having a bag thats "too big"

It's kind of both. By keeping the straps closer together they ride on the inner 1/3 to 1/2 of the collar bone. This decreases the torque on your shoulder than if it were on the outer collar bone or even worse your arm bone.
