It doesn't require a cell-phone plan, it requires the device to be removed from the network it was originally locked to (nearly impossible without plenty of garbage leftovers on Sprint/Verizon, less so on Tmobile). You can call the carrier and tell them you want to remove it, but carrier lock is typically for devices that are supposed to be on payment plans to pay off the device. In this case, it was fully purchased by woot which does not transfer the user agreement of carrier lock to the buyer, so you shouldn't need to pay for anything. That said, with carrier lock these days, it's almost all software and depending on the carrier (again, verizon is the worst) they might completely lock you out of the phone until you buy a new sim and plan whereas tmobile will still let you use the device offline / on wifi-only mode.

You need to use whatever the device is locked to. The Verizon one you can use either Verizon, Verizon prepaid, simple mobile, or any other Verizon mvno. The T-Mobile one you can use T-mobile, mint mobile, metro, or any other one of T-Mobile's mvnos

when you get the phone you can see if it's locked. the phone itself supports all networks. so it should be unlocked.

Does not seems to me attractive if they are locked in to carrier ... all these comments shows that you can unlocked by calling carrier not sure if they unlock ... just guessing ...why they are selling these phones and at the same time they also locked in ...
