Got on both my Double Cash and Custom Cash. Since says web site or mobile app, wonder if in-store using WalMart Pay would work.

In my area, Walmart ships FedEx and FedEx loses/misroutes/steals things. Guess could have held at local FedEx.

Yes and typically with CC offers it's the total charged amount that matters, not the pretax amount.
