I'm pretty sure Verizon can unlock it as the phone is paid off because I have done that before when calling them. If not return the device back to Best Buy.

agree. This is 10% away from a good deal. 15% away from a great deal. It's lukewarm, but not bad if someone can't wait for a better sale.
