The o.p.'s Anker 523 A2039 does have smart power allocation after all. Adjusts voltages on the fly Plug and unplug 2nd port while the 1st stays on. $20 is a good price. According to allthingsoneplace: "It's a decent charger" with high efficiency.

So they're older models? It's not like electricity has gotten major revisions since then!
Friends don't let friends burn their houses down to save $5 lol...
Read the 1-star reviews of just about any Anker device (of which I own many)...there's always a small percentage of issues with any charger. That said, just got mine. I don't think I'll be using the included cables but they'll certainly serve as backups.
