Cheap weights from the early 90s for 1" bars were basically cement with a plastic cover. Or some sort of sand with a hardener so they didn't make a huge mess when the plastic ultimately cracked.

Which one weights more 100 LBS of lead or 100 LBS of feathers? Cement weights are very common as the cheapest option and weight is weight.
Neither lead nor feathers are practical for weightlifting though.Concrete is common in really cheap weights, they willeventually crack/break, but you should be able to get a few years out of them. Iron will last forever and can be had around $1/lb. If weightlifting is a long term goal, I'd recommend olympic plates and an olympic bar, even if you start with a small quantity and a 5' bar for space reasons.
