Cheap weights from the early 90s for 1" bars were basically cement with a plastic cover. Or some sort of sand with a hardener so they didn't make a huge mess when the plastic ultimately cracked.

Which one weights more 100 LBS of lead or 100 LBS of feathers? Cement weights are very common as the cheapest option and weight is weight.
Neither lead nor feathers are practical for weightlifting though.Concrete is common in really cheap weights, they willeventually crack/break, but you should be able to get a few years out of them. Iron will last forever and can be had around $1/lb. If weightlifting is a long term goal, I'd recommend olympic plates and an olympic bar, even if you start with a small quantity and a 5' bar for space reasons.

I got my set as a kid used at a flea market or garage sale in the 80's. Vinyl coated cement was what everyone had back then unless you were a professional lifter! I had them for about 8 years before moving out of my parents house and not taking them with me. They last just fine if your are not doing Olympic lifts and dropping them. The concrete cracked on a couple of them ( probably were dropped at some point) but the plastic held them together and the weight stays the same so not a huge deal. I have a nice set of weights now, I am not sure how you misinterpreted me answering a question as me asking for your recommendation though! It is funny though everyone somehow comments on every slick deal and wants to tell everyone to spend twice as much and you can get a better product! Yea Captain Obvious! I can tell you to spend even more and buy calibrated plates as they are better than the ones you recommended and the next guy can tell me to buy ultra thin calibrated plates cause those are better still and it never ends so please think before just telling someone to spend more and get a better product as this is not a hot tip it is common sense and can be done infinitely! For a kid you are not sure will want to stay in the hobby or someone that can't afford better these are a great option! The lowest cost options for any product have a market and often those people are buying the lowest cost item for a reason!! Maybe someone hurt their shoulder and just needs a weight set for physical therapy for 6 months then wont ever lift again! Just saying spend more and get better is pretty lame advice IMO!
