I have not used this promotion for me and yet when I try this now it is not working for me. On my checkout page I'm getting 8.21 promotion applied with an order total of 35,98 ( includes 2.04 tax)

This doesn't work. I can get each to individually give me the full discount but when I put them in together the total becomes $36.57 Which is still more than what you can get from them individually with discount per device.
INIU 10000mAh 45W = $18.69 + .92¢ (tax) - $7.48 = $12.13
INIU 22.5W 20000mAh = $23.46 + $1.26 (tax) - $8.21 = $16.51
If you buy each individually, not in the same cart, you'll spend $12.13 + $16.51 = $28.64
If you buy them together you only get the $8.21 discount making it a total of $36.57
