Some people will use rocks and cardboard to smother the weeds and existing grass before they seed in a different kind of grass. You might work in sections until the whole lawn is completed if the area is really big. The rocks are to hold down the sheets of cardboard. Many furniture stores will have huge pieces of cardboard you can take for free if you ask the staff nicely. Can probably also raid some recycling dumpsters too for big pieces of cardboard. Or you can smother with plastic sheeting as well. Once the lawn is totally dead you can rent a tiller or pay someone to till the soil so it is ready to be seeded. After that get ready to water religiously until the seeds are established. Once established a native drought tolerant lawn will only require a little weed removal now and then by hand and minimal watering via sprinkler. A lot of work up front but then it is years of a nice worry free lawn you can be proud of.
