Retroid pocket 5 has a dock you can buy (like a switch) or it has a HDMI out to your tv. I'm not a fan of anything wireless as it always has button response lag.
And yes, like the other person alluded to, you'll have to install emulators such as Retroarch...among others. But those won't get you any games. But when you buy the SD card with games, you also get a pretty cruddy SD card and a bunch of games, however many super popular games (especially Nintendo and Sega IPs) are missing.
This is a great video which walks you through setting up an android handheld, focuses on the "front end" of Daijisho however most the android front ends work similarly. I personally prefer Daijisho and it is free, there are arguably better front ends out there but most cost money. Beacon is also nice, it only costs $5. ES-DE as well.
Setup guide. FWIW, took me about 30 minutes to setup a similar handheld watching this 1 hour video. As long as you are semi decent with computers you can slip forward a lot.
