It's true, these cables are obsolete now so they have to get rid of them

That being said they are good cables, when I used them they never failed.

Would they charge an iPhone 13 Pro Max at max charging speed or are they too slow?

I have a power bank that has usb-C and usb-A and I need both type of cables.

You need a PD cable for that. This is slower.

This cable will max out at 12W. Not the highest that 13 pro max can use, that is 27W (correct me if I am wrong). While it is not the fastest, it will be still decent.

How do you know if these aren't fake? What about like those fake cables that might transfer malware. Is there a concern with buying cables like this on amazon?

I don't think you need to worry about buying a charging cable that would transfer malware. Transfer it from where to where? You control both ends. If you ever plug into a malicious cable (like at a public charging station), your phone will let you know if the cable is trying to communicate. Just say no, or better yet, unplug.
