Home Depot is banning accounts from making online purchases left and right. You'll be allowed to buy in-store and order for home delivery, but only when you go to a store. A telltale sign is if you attempt to buy something online, and ALL of your payment methods are rejected. It's address-based, not account based.
If you call in to figure out why your address can't order anything, you'll get the run-around from the customer disservice lemmings. If you ask for a supervisor enough times, they'll tell you this: "Your account is flagged. No, we will not tell you why. You cannot appeal, it is final. If you wish to learn more, submit a subpoena." It's a really odd for a customer service team to be lacking in transparency with sudden hostility.
How do I know? I never do these buy and return schemes, because I genuinely feel it's soft-fraud. You know, "be the the change you want to see in the world" and all that. But my brother, he buys 2-3 things a year for the pro-rated return. And that's what got us "flagged". He did a return about a month ago, and it started instantly afterwards.
(there is an off-chance it might be because he also used Paypal to buy his stuff -- and apparently, refunds via paypal cost the retail business several extra percent in transaction fees -- regardless, what's done is done.)
I can't buy anything, brother can't buy anything, and our father can't buy anything. Three separate accounts, all to the same address.
We can't even use a gift card to ship to our address.
Furthermore, it's also flagging our credit card's billing address. We can't even order online to ship to a different address (a friendly neighbor).
Even more so, it flagged a corporate credit card NOT tied to this address (dad's part of a construction group)....simply because it was used once to ship things to this address. That card can't be used to order ANYTHING online now--anything that once touched our address is "contaminated". Dad's work is sodding furious. HD is also giving the construction group the run-around, not telling them the exact reason -- though dad is sitting there silently thinking "I think I know why, but for the sake of my employment, I'm not saying a word." I don't think the group bothers with a buy-and-return "hack" stuff...they just buy what they need.
We don't know what to do, other than go to the store to place all of our orders. Which is tedious. Proceed with caution.

It's like buying a large order of paper towels from a bulk store to get the volume discount, then returning all but three of them (since that's all you needed). Just because they LET you make the return doesn't mean it's RIGHT. It might not be the legal definition of "fraud", hence why I call it "soft-fraud".
You conduct yourself however you want -- I'll conduct myself how I want. Feel free to disagree, but you're not going to change my mind on this, so you'll be wasting your time trying to argue that point. Fair warning.
Legally? I don't believe we did anything wrong. If it's itemized on the receipt -- it should be legal to return (regardless of how I personally feel about the entire process). The fact that they've "flagged" us (and our address) for doing so...without any sort of appeal....is also ethically wrong. They also have the legal right to refuse business to anyone for (almost) any reason.
I personally did nothing wrong. As you can tell, I've even tried to be on the "right" side of things. And I'm being punished for something my brother did. So is my father. So is the corporate card that was used for dad's work.
Edit: alright yeah nvm I'm not sharing any of my f**king deals to this place anymore if you still want them I'll have them in the sub reddits for each tool brand
