I was thinking "crowded bus/train commute" where you want both hands free.

That being said, my first thought was "Hmm, that could fit a Letter size, bulletproof ceramic plate."

These are great for hiking and backpacking, no need to remove the big pack to get to your smaller items. Just gotta watch out for interference with chest straps.

It called it a "rig bag" so I immediately thought of using it for photography, that would be good ergonomics.

As a regular bag? Weird.

Exactly, it is a quick access tool bag for hiking, biking, fishing and shooting etc.
