If the phone is "branded" as TW or ST, you need to contact TF service and ask them to rebrand it to TF. Then it will activate. If there's a TW/ST sim included, that will also be TF compatible, though it may also need to be rebranded by cust.service.

I just did mine yesterday. Ran into the IMEI not recognized snag when attempting to activate online. Called TF customer service and asked them to activate my phone. I never mentioned that it was a TW phone, but I did ask them to confirm that the IMEI was ok for TF. They said they could activate the phone and process the $15 plan, but I told them I didn't want to put my CC # over the phone. They completed the activation on their end, then they waited while I processed the purchase of the plan online, then they did whatever they needed to do to finish and test the activation until all was successfully done. TF CS often gets a bad rap, but for me in the many contacts I've had with them in the past, they've always been very pleasant and helpful, far more than many overseas CSR's for other companies that I've dealt with.

Interested in this as a play phone. The Moto Edge from previous deals is too precious to carry around so recklessly.

My phone rebranded and activated with 20 plan on TF unlocked after 60 days just fine. Going to try it with ST phone I got next.
