Because politicians globally are too technology illiterate to establish and maintain a "Outdated Technologies Cutoff" rule that would periodically mark an end date for outdated technologies, like USB 2.0 standard. It should have been phased out about 10 years ago, but most regular consumers don't know technology standards, so companies can keep selling it on the cheap.
