Considering that a legal copy of Win 11 Pro costs more than this computer I'm guessing that it's either not a legal copy or it doesn't actually have an OS on it.
I was doing a little comparison shopping and this one in Amazon looks like a rebranded version of the same thing for $165. If so then there's extra info such as "Intel I226-V chip 2.5G Ethernet Ports".

those are not the same. the machine in this post has 2 1gbnic and usb c power connector(which means usb c port is not useful as data port, at least from the description), while the link from amazon has 2 2.5gb nic and a regular power connector

The way these cheap mini PCs normally work is if they come with storage and RAM, they come with Windows. Windows activation is tied to the motherboard somehow. Maybe by serial number. If you fully wipe the SSD and install a fresh copy of Windows on it, Windows will automatically activate itself at some point in the process. Probably after it gets online to phone home.

I can't say for sure with any particular model. But this is how it normally works. And it's why everyone says to go ahead fully wipe the OS and reinstall Windows. There isn't a monetary cost involved, just time.

Thanks! Where would I get drivers for them? Especially wifi, network drivers?

Windows licenses are associated with unique hardware identifiers-- basically the serial number of your motherboard. When you make a freah install of windows, the computer asks microsoft's activation server if "serial number -------" is licensed, and if yes it activates without user intervention.

If you setup the device initially with a local user (without adding any personal data to it), the drivers can be backed up using the app double driver or by running the following command from Powershell (run as Admin):
Export-WindowsDriver -Online -Destination C:\
The output directory can then be moved to a usb stick.

Large volume purchases of windows licenses are cheap. Like $5 cheap. Developing markets also have reduced cost licenses available. These would absolutely not have a retail license, it's likely a volume or courtesy upgrade license-- both would still be valid after a reinstall, and it's always advisable to not trust a windows install that you didn't initiate yourself. If it doesn't activate after reinstall you would then know that they used activation scripts to pirate windows rather than pay for a license.

PC makers get STEEP discount on the price of Windows from Microsoft. Several years ago with the advent of cheaper CPUs and cheaper systems, Microsoft started tying their license fees to the system/CPU costs. So the cheaper the system/CPU the lower the license fees. They ddin't want to get totally priced out of the market vs Chomebooks, Linux etc on cheap systems.
They don't publish the actual prices but you can be sure that for a cheap system like this that Microsoft is not getting more than like $5-20.

Microsoft has a constant pull on both ends where, on the one hand, they maintain the high retail cost of Windows to continue the impression it's a high value product and can justify the cost for (mainly) businesses. Notice too they never do official discounts on the retail version.

On the other end, Microsoft is scared to death that if they make the real cost to manufacturers too high, it would create an opening for Chromebooks and a Linux competitor to take market share. Especially in emerging market, but also in western countries nowadays where most people just need a browser to do things. So manufacturers do indeed get ultra cheap and valid licenses. This is also why consumers who really want a cheap license for both Windows and Office can get it in the grey market with Microsoft looking the other way and not shutting it down (which they could do in a second).
