"When AT&T says the phone must be "60 days old" to be eligible for unlocking, it means the device must have been active on the AT&T network for at least 60 days. This typically applies to postpaid plans where the account line associated with the phone has to be active for 60 days if the phone was financed through AT&T. For phones purchased outright at full retail price, the 60-day wait period starts from the date of purchase, regardless of activation. This policy is intended to prevent fraud and theft. In summary, yes, you need to have the phone line activated and in service for 60 days (or wait 60 days from purchase if paid in full) before you can request an unlock from AT&T. Prepaid phones usually require longer service periods, often six months.
