And let's not forget; even my supercomputer couldn't actually run games in 4k at anything more than the lowest settings 10 years ago. So I doubt you could get anything over 4k 60hz if using higher settings. Lots of talk how great gfx get an they was never any talk about how you can't actually achieve those gfx.

i would say the main target demographic for this game is mostly the very niche, very loyal fgc street fighter crowd (they even have a street fighter character on the thumbnail) which would be around the 30 to 50 yr old age range so the main concern would be the game feel and how the gameplay should still be as close to the originals as much as possible. the system requirement is also on the really low side since graphics is not really the main driving point of the game.
all that being said, this is probably one of the worst managed of all the recent fighting games. you have to pay for the game itself, pay for the season passes to unlock newer characters and you also have to deal with saudi basically owning the developer and making them release real life characters (a famous soccer player and a virtually unknown dj) instead of actual fighting game characters.

That's another price not factoring into console or pc prices. Is you need the monitor that can do what the PC will attempt to do. And for me at this point I'm impressed with my small 1440p oled but in stores for big screens I only see 8k oled as a real upgrade. I've already had projectors an 4k before so I know that is a personal thing. But to me I'm not seeing big advancements in gameplay which would be the other major driving factor.
I personally stopped playing new stuff for years during the 3d transition ; kinda been waiting on holographic technology since the 80s time traveler game. I don't know if a VR headset is really the answer to the next leap in gaming. And I was expecting android to conqure the market but they stick to 80s handheld tiger electronic Nintendo watch type games. Currently my android crushes my current craptop
