For charging it doesn't matter, phones will pull more than 500mA (2.5W) even with a USB 2.0 cable. My phone will pull 1.4A even with a basic charger that only does 5V (i.e. no 9V/PD capability).

For data transfer, better go with 3.0, this one is 4 for $4:

For charging only, does it matter if it's USB 2.0 or 3.0? I know for data transfer there's a big difference.

Edit: Doing some research USB 2.0 is limited to power output of 2.5 watts vs 4.5 watts from USB 3.0. So though both charge slowly compared to USB C PD, the 3.0 charges almost twice as fast as 2.0 !!

Any recommendations for a USB-C to USB-A?
I still have USB-A peripherals but only USB-C ports now.

I don't think the adapter matters for 2.0/3.0 A ports because it just draws the default unless requested otherwise.

The default of original 2.0 data ports is different from 3.0 but i doubt most people have any they use for charging, and most modern ones will go over anyways.

Look at your 2.4A charger, it won't have the extra usb 3.0 pins in the back.

I used this and got a power bank to charge at the 2.4A range on an old monitor usb power and some dedicated 2.4A usb chargers, well past 500mA max for USB2, still only 13W on the meter but its close enough.
If you want to know the rest

I'm using this, with both directions included, 2 each for $3.88:

Some of them are like $2 for 2 pack on ebay. Do these adapters have some amp rating or we can just buy any?
