Can't return because the PayPal cash back is used already but will try to get some refund from CS chat.
Did you set up a new PayPal account? In one of your posts you asked if you should do that through your edu email.
PayPal is finicky. They don't like new accounts with no history or activity. If you did a new account, that may be why you're denied. Other than that I can't help.
If above is relevant, your samsung account and your paypal don't need the same email, they aren't connected
