There is a lot of talk about Pay in 4. Pay Later Pay monthly also gets you the 20% CB if you have saved the offer. 26% interest, but only if you actually carry the debt to term. You can pay it of early and avoid interest

I used PayPal 4. Looks like I missed 20% cashback. Didn't save that option 1st. Didn't know that I had to save. Damn.. it could have been even sweeter..

PayPal is finicky. They don't like new accounts with no history or activity. If you did a new account, that may be why you're denied. Other than that I can't help.
If above is relevant, your samsung account and your paypal don't need the same email, they aren't connected
