Yeah, what are you expecting for what is a pretty good phone AND the plan?! These are low-use plans, not for a daily driver. These are if you want a spare phone/to park an old number/granny's emergency line so she's not careening down the roads without a phone to call for help.

Anyone unlocked one of these Tracfone Motos and used it on a Red Pocket AT&T plan? I think I asked before and it looked like the AT&T whitelist didn't include the phone in question at the time (can't recall the model), BUT that doesn't mean it might not actually work in practice. Anybody know?

My guess is, yes. RP is pretty lax on this. I've been using a TF Moto E not on the whitelist for the past 2-3 years.
