Good option if you have a room that doesn't get enough airflow. Wish I had this as a kid.

It's just a fan that sits in the register? So it increases air flow into that room, but steals it from everywhere else? Because it doesn't create more flow from the HVAC blower...

As an example, wouldn't it be a good option for a room that has more windows or is colder for other reasons?

Yeah, instead redo the larger duct for the far side of the room, this can help to pull some more cool air for that room.

Not sure how safe to keep it on all the time.

This is a good deal. I bought a few of these for our living room and kitchen last spring at $38 a piece (different generic brand, but same thing). We have large south facing windows and during the summer our unit just can't keep up (despite multiple HVAC tech visits saying there was nothing wrong). The airflow was always too weak and on 100+ temp days, the coolest it would get was 75/76, even though it was set at 72. These worked perfectly and kept our rooms at temp.

These work great for houses that have 1 zone or even 2 zones for rooms that don't get cold or hot enough before the main system turns off. I have 2 of these in 2 different rooms. They have built in temperature sensors, that can continue working after the HVAC system has shut off, still pulling in cold or hot air that's in the register. They are super quiet and pretty slick aside from the cord that hands to the side, i push mine under the baseboards, so they stay out of the way, i do wish they were flat as well though.
