If you're confused on why 2x30 doesn't equal 72, I think that's because the USB-A is dedicated 12W and isn't affected by how many USB-C ports are in use.

Did Otterbox make a model change? Did they simply label their brick correctly?

I would indeed read the earlier posted product picture as 30W limit in two port mode. Additionally, language in the web page reads, "Choose between a single 60W port or dual 30W ports, plus an additional 12W port for added compatibility."
Anyone buying this should assume 30W per port in two port operation. Personally, I'd take all the discrepancies above (including the missing USB-IF listing) to more simply recommend against buying the product.
