Since most laptops need 45w+ to charge while being used, the other 2 ports are pretty redundant if you want to charge 2 devices (including a laptop) at once

You can. I just checked mine and the input voltage range is 100-240v 5/60hz.

probably one of my favorite blocks I've used. doesn't run too hot, I keep mine plugged in all the time and then travel without any issues. performance shows fast charging as well on my iPhone 17 pro max!

That's what it looks like to me as well.
If you're confused on why 2x30 doesn't equal 72, I think that's because the USB-A is dedicated 12W and isn't affected by how many USB-C ports are in use.

Not what I'm reading from the manufacturer page (vs. the example helpfully provided in the thread). You're seeing that the PPS mode limit per port is 30W. However, if one USB-C port is delivering 45W via Power Delivery mode, the other port should be able to offer up to 15W.

Did Otterbox make a model change?

From Otterbox:
  • USB-A: 5V 2.4A 12W Max
  • USB-C One Port in Use - PD: 5V/9V/12V/15V/20V 3A
  • USB-C One Port in Use - PPS: 3.3-21V 3A (60W Max)
  • USB-C Two Port in Use - PD: 5V / 9V / 12V / 15V / 20V 3A
  • USB-C Two Port in Use - PPS: 3.3-11V 3A, 3.3-16V 2A (30W Max)
