I think even if you've played the original multiple times, still worth replaying the remake cause it's an amazing game.

1) The MGS Master collection just came out semi-recently which included MGS3 as part of it so lots of people couldn't justify spending $70 on "the same game"
2) 1:1 remakes are a hard sale at full retail price of a "new" game. FF7 remake, love it hate it, is able to sell at $70 because it's almost a complete re-imagining of FF7 so it feels like a new fresh game/franchise. MGS Delta is pretty much a 1:1 remake of the original, which is excellent for fans of MGS3 but we've been conditioned to see remakes as more of a $40-50 purchase at launch as opposed to a full-priced game. I'm sure many people felt it was overpriced on that merit alone.
If you're a fan of MGS3, personally, I think this game is a must-buy. Don't let the sudden drop in price fool you. Other factors contributed to it, not the quality of the game itself. Also, this isn't an across the board price drop. Just a sale from Gamestop and a few other retailers have price-matched. It's still full-price on Steam (where it sits at "very Positive" reviews, mind you.). If you have any interest in revisiting MGS3, definitely pick this up, especially at $25!
