That may be somewhat true for their namesake multi-use product that is a jack-of-all and master-of-none. But the WD-40 company makes dozens of different sprays that do work well for the tasks that they were designed for.

I was wondering what the difference was as well - They say this one is better at freeing rusted and corroded bolts than the general use stuff. Specifically, they say "Use WD-40 Specialist Rust Release Penetrant Spray to quickly loosen and remove frozen, corroded, bound, and rusted nuts, bolts, clips, locks, etc." (rust release penetrant is what was on the old packaging for this product, now it is just penetrant)
In essence, WD-40 is general use for squeaky doors, etc. and can also be used for rusty parts, but isn't as effective. This stuff is specifically made for rusty hardware, so should (theoretically) work better for that purpose only.
I've only ever used the general purpose stuff though, so no clue if this is actually better for rusted parts or not.

What's the difference between this and just the regular WD40? is it okay to use on just squeaky doors and things like that?

Definitely do not use this on the garage door. You will see rust on your springs in no time. Use a silicone spray that especially formulated for garage doors. It does exist. I never use WD-40 anymore. The WD stands for water displacement.
