I believe this switch requires cloud connectivity to manage it. Meaning tp link can stop supporting it

Any suggestions for a good managed non cloud 12-16 port switch with poe (8 minimum)?

Indeed. Omada Controllers can't do anything with this.

A used Cisco Enterprise switch, if you're capable to manage it, are ok with minimum 24 ports and don't mind 2 minutes of industrial sound levels whenever you reboot it. I picked up 48 port full PoE 2900 series for about $250, and that was a few years ago.

The PoE flavor of the Cisco's tend to have continuous industrial sound levels and power consumption.

If you're not afraid of some older equipment, check out the Brocade ICX series. They are L3 beasts for the price. Something like a ICX7250-24P might meet the requirements.
