This unit is too small to do any damage to anything. It's not a commercial version like they use in hotels, apartments.
It will not cure cat urine stench. You'll need to remove carpet and cut out all affected wood below.

Yeah, I am going to have to agree. The sticker for me was NY City's opinion. I suspect with their population density and compiled living spaces they are dealing with much more air issue than I am in the Southeastern suburbs.

many government warnings never to use ozone generators around people or pets
yet many landlords will do it anyway in the units next to you and then the ozone drifts into your apartment, zero fracks given
