They are not the same thing.
Samsung is notorious for wording things in marketing to sound more extravagant than they really are. Like when they introduced QLED, NEO QLED & MicroLED RGB. QLED was marketing designed to misslead consumers into thinking it was an comparable alternative to OLED because of the lettering and word play when in fact it was just a Quantum Dot filtered LCD. NEO QLED was just miniLED version of QLED, and MicroLED RGB is a stretch of the definition "MicroLED" despite the fact that LEDs still being 100+ micrometers making them just MiniLEDs and theyre still a backlit technology instead of a direct lit MicroLED panel.
Dolby Vision competes with Samsungs own development of dynamic HDR(HDR10+).
Samsung does not have their own object based codec(ie Atmos/DTS:X).

You do understand everything you just mentioned has to do with picture.
Dolby Atmos has to do with sound.
What do you think they are "extravaganting"?
Maybe Samsung figures people will be sold that they use QD-OLED panels and not pay, it seems to have worked out so far.
With Panasonic back in North America.
Im hoping they sell more, their Oled's are top notch and they support both dynamic HDRs!
