It's 250 bucks, what do you expect. But seriously, 8gb of ram probably not enough these days. Some decent used deals on eBay for about the same price with 16gb

I expect a new bargain computer, instead of the ones that were bad for $300 five years ago.

I also expect an IPS display.

I'm not sure what's better about new than refurbished--new has problems just as often. I can't find new for $250 in five minutes today.
