For example I could sit in the airport and broadcast an open WiFi network called "DeltaFreeWiFi". When someone connects to it without a VPN, I can intercept their website requests and return fake pages under my control to harvest login information. I can do these unnoticeable redirections because I also control the DNS service on my network.

I can print out my return for pennies and mail it for the cost of a stamp and envelope...
I'd rather e-file the state (either pay added $16 fee or re-enter data file-fee-free on the state's online portal) and have the comfort and confidence knowing my return was received/accepted and data transfer accurately input (staff hand data input or scan errors are often majority of filing error issues). As for the postal system, more recently my local USPS 1st class is sadly and frustratingly a $#it-show: 18 days in-town and 20+ days to go 2hrs away.

Thanks for the reply. I already found that manually downloading the updates and applying them works, but its a pain.
