I won't waste money any electric heater that doesn't pull 1500w. They almost always have a low 500w setting for not much more money.

People often use them on their desk, hence they are a small footprint and won't overload the outlet.

Safety is a huge concern for me for these types of heaters. I generally avoid units that don't have tip-over and overheat protection. It's a fire hazard and the risk is just too high, especially if you occasionally forget to turn it off, etc.
This one doesn't have those safety features but there are many on sale in the same price range that do.

Its low setting is 600W, in the same ballpark as this one.

The middling reviews are due to it being mixed in with other models on the same page. I have this, though I've only had it for a short time, and it's working pretty well so far.

Edit: This unit does have three settings so you can subdivide the power to three levels within 520W, which honestly is truly useful for a small personal heater. However there are other lower-wattage models that have this as well in a decent price but you may have to do a bit of searching.
