its good, since they dont break or leak like sandbags. although good quality sandbags also dont leak. if you not sure, there is a 20lbs sandbags vest is on sale right now for about 22$. just check previous listings here.

The sandbags can be a pain to get in and out of the pockets too as they are usually a tight fit.
Zippered version is just $1 more, should be easier to get on and off, well worth it then. Problem with these weighted vests is that they often require a second person to put on, lousy design.

I think my 20lb vest was a little under $20 on sale. Can't comment on leaking bc I normally just leave it at 20lbs.
