took apart many of these, they usually have a 350W controller with peak 500W. You're not gonna reach the top speed unless you are very light.

do you know if this one has pedal assist and is generally suitable for a pre-teen kid?

I have no idea of there's pedal assist. But I can guarantee that the 350w motor will be fine for a "pre-teen" that I assume weighs approx 110lbs. I have a scooter with a 350w motor and I weigh 180lbs and it goes 19mph.
