I tried an Xbox Series X controller connected through an official Xbox Wireless Adapter (not a knockoff), as well as an 8bitdo ultimate 2c. Neither of those two options worked, but this did. The 8bitdo had no option to wake from sleep. The Xbox Wireless Adapter does, but the Xbox controller seemingly doesn't. At least not in Device Manager. That's an important distinction because I could wake the PC from sleep by pressing the pairing button on the adapter, but I could not by turning on the controller.
With the Razer, I am finally able to treat the PC running Steam big picture mode like my Xbox and turn it on and off with the controller for the full console experience.
I think the important difference with the Razer is that windows treats the controller and adapter as singular entity unlike the Xbox adapter and controller. I don't know why the 8bitdo doesn't work, but the Razer supposedly licenses the Xbox wireless protocol so that is probably why.
