yes but this comes with the PAID plan, so really not an issue. You can use it for 60 days with the included plan, connected to WIFI to limit use, then port it over to another carrier with a cheap unlimited plan for a back up, kids phone, elderly parents, etc who doesn't need a high end phone.
Not much can be done with the Tracfone version of this phone. Boost or Metro release of this phone XT2417-1 have strong custom rom support once bootloader is unlocked.

Now QVC doesn't have much to offer anyone in the way of Motorola deals, so this is about the best deal I can find at $50 with the years service.
