you paid probably $200 plus tax for the S26 and the trade in device.
So doesn't look like a great trade in value for a new device. Am I missing anything?
Every time that I have requested a refund for a trade-in credit they have always done it to the card that I had on file. One time they even asked me if I wanted it to the card on file and I asked if they could do a different one and they said yes and had me give the card number.
I guess the other way would be if they give option to send a check as some people said they have done for them.
Edit: Sounds like you had a bit of a different experience in general if they had to file a ticket/review for your refund.

Since I was unable to get answer over the phone, I visited a store yesterday. The rep mentioned that this could be done by creating a new Internet account for my service address (without completing installation), then adding two new mobile lines under that account and setting up a financing plan.
I asked whether I could immediately pay off the device balance in full and then close the Internet account. She wasn't certain but believed that might not be allowed.
Do you think this approach would work? Specifically, my plan would be to open a new Internet account, add two mobile lines, receive the $400 promotional discount along with the $700 trade-in credit, then pay off the device balance in full, cancel the Internet account once my credits are applied, and finally transfer the two new lines back to my original account. Thoughts, please?

That would be my main concern about the claim that opening a new internet would allow you to bypass the new customer limitation. But if they have done it successfully before then I guess they would know better.
I am also a bit confused with what is meant by open a new internet account and not completing installation. Would your original internet account be closed? If not would you then have two active internet services you are being billed for? If they do close down your original internet account then that could interfere with your first line that is likely linked to that account.
The only way that I even knew this happened was because I received fraud alert from my CC. Spectrum did not even notify me and I only saw after logging into my account.
