If You Cannot Contact the Owner: Reset the AirPods by placing them in the case, opening the lid, and holding the button on the back for roughly 15 seconds until the light flashes amber then white.

Check online--- they will still be "find my" locked to original owner--- but after reset you can now use them on your iPhone. With luck the previous owner unlocked them before they returned them.

google "airpods locked to apple id"
