Not saying this one is fake, but China makes knockoffs of nearly everything. Budget brands are no exception. Besides, $27 for a flashlight to most consumers isn't considered a "budget" flashlight, especially when you consider you can get a decent 18650 powered flashlight these days for a third of this price.

Hate to break it to you but China leads the world in Flashlight technology.

I'd love to hear more about these decent 18650 lights for $9 though.

I have this one. Good price for a quality flashlight. This flashlight has been around for a few years. It is well made, with a booster that increases the voltage to the 6/12V needed by the XHP70.3 HI LED. Other advantages of the boost driver is they tend to maintain consistent brightness throughout the battery's life, rather than dimming as the battery drains. They are more efficient, often converting power with 5-10% less loss compared to other types. And, because they are more efficient, they generate less heat at normal brightness levels, allowing for more sustained output without overheating.

That doesn't mean China doesn't make knockoffs of nearly everything. Many knockoffs aren't even bad products.
These are literally half of 9 bucks at just $4.50 each with over 9000 reviews averaging 4.5 stars. Thats a lot of satisfied people. That would definitely fall into the category of "most consumers".
