When I order 1 its $120 for 2 months service. When I order second one separately its another $120.

But you might be right about the promotion limit since ordering more than 2 in 1 order seems to already hit normal $99 (no port required) or $199 purchase for 3rd and above devices.
Also I couldn't get helium to let me create an account. Probably cuz I'm not currently in US.
