The store employee said the gift cards were flagged as fraud and told me to call Apple Support. Apple Support said the gift cards were locked before they were activated with the $310 and transferred me to the store where I traded in the phones. The store claimed everything was fine but the gift cards still don't work.
Looking at this and the "unauthorized modification" issue that others had, Apple and their stores seem to be running some scam.
The fact that phones are sometimes being determined as $0 is troubling as well, though not an issue exclusive to this deal. I have quite a lot of phones to trade in so really hoping I don't run into any issues.

Yeah, not sure why some others got a ton of them and why some other stores seem to have different rules.
You could try for a 13 if all else fails... and they sell at a reasonable price. Not as good a deal but better than nothing -- what I ended up doing.
