Steps to follow to get the deal:
1. Go to Bestbuy Listing for Motorola Moto G Power 2024 5G 128GB/8GB Blue and choose "We'll help to connect this with carrier".
2. Choose Verizon and then new number (you can also choose to transfer a number but given that you are going to cancel it first thing new number is better).
3. Go through checkout and fill out verizon related info. Note down the account PIN you used as you might need it later during cancellation.
4. You can pick the phone up in the store. After pickup, setup verizon account with the new phone number.
5. Chat with CS to cancel the account. Activation fee is waived if cancelled within 3 days.
6. The phone is factory unlocked, sealed and ready to be used with any provider.
Personally, I don't do these activation deals at Best Buy but people have had better experiences. If you can make it work for yourself, its a great device for $30, especially being unlocked.
Community Reviews
This Moto G Power 2024 is a budget unlocked phone that stands out for solid reception, decent everyday speed, and a comfortable rubber like back. The display and overall feel get strong marks, and it works well as a basic daily driver on carriers like Tello, Google Fi, and Verizon. The main drawbacks are weak rear camera performance and reports of slow or spotty connectivity on some networks. The Verizon activation bundle also adds hassle, with possible plan requirements, fees, and cancellation follow up, so it fits best if you want the phone more than the carrier promo.

The activated device purchased was unable to be activated so it was cancelled along with the items included in your mobile package.
If you still want this device, we recommend scheduling an in-store appointment with a mobile specialist who can help recreate your order and successfully activate your device.
I'm so confused.

As I have mentioned in the op, personally I didn't had a great experience doing these activation deals and don't do them. However others have reported success. I am probably not the best person to answer, my apologies.

Would you be able to list down the steps for us to follow to cancel the account after setting up the verizon account with new phone number?

Cancellation
You can cancel a line of Service within 30 days of accepting this Agreement as long as you return, within the applicable return period, any equipment you purchased from us or one of our authorized retailers in connection with your acceptance of this Agreement, but you'll still have to pay for your Service through that date. If you financed your device with Verizon and cancel your Service(s) after 30 days, your outstanding balance may immediately become due. Canceling service may also impact promotions associated with that line(s).

Main annoyance is Verizon still billed me ~$10 a month later despite me cancelling fast and not even opening the phone so had to go back to VZ chat and dispute the BS charge. At the time (unsure if anything changed since), there was no activation fee if cancelling within 3 days so I didnt owe them anything but they still tried to be slick by charging me unfairly so watch out for that and make sure to dispute the charge if, like me, you cancelled fast and didn't use the line at all.
But frankly even with that $10 BS charge, it would still be a great deal as I paid something like $25 with tax included for this unlocked phone. For $10 more, meaning $35-$40 total, its still very much worth it as the phone works very well for my needs. It's just a matter of principle, since VZ didn't provide me with any service whatsoever, why the heck should I be paying them anything? Best Buy sold me the phone and I paid them, transaction complete, Verizon can f off with their scammy fees for nothing.
