From the actual menu, I am not sure how they are going to play it. They have a category named Classic Burritos with about 8 different kinds of burritos. If they wanted to be super specific on this promotion, your only option would be the one called Del Classic Chicken Burrito and it is priced at $4.59. That means you would get that value for $3 minimum.
You could get a Simply Orange juice for $3.09 and chips and guac for $3.09. However, since the value of the burrito increases the spread, you could do it as a BOGO, so spend $4.59 or combo two other items half the price or less than $4.59, but more than the minimum. For instance, if you were to get something for $3.19 and then something else for $1.29; you would still be getting a good offer. One could increase this in comboing three items if each came out to under $1.53. etc.
